Pope and his C9 Council address Cardinals, Reforms are considered

What reforms are being considered by the Vatican? On Thursday morning, Pope Francis opened a Consistory with roughly 125 Cardinals to discuss just that. Among the proposals is the creation of two new Vatican Congregations.
